Wastewater Treatment Plant Operator

 

Operates and maintains wastewater collection and treatment facilities. Monitors continuous operation of treatment process and equipment. Performs laboratory tests and record keeping. Has direct responsibility for reporting compliance to regulatory agencies. Works with City Administrator, City Council, Commissioners, and Operations Board to develop annual budget, implement plans, and achieve full plant responsibility and efficient operations.  Plans and implements plans to achieve full plant capacity for future build-out.  Acts as Inspector for collection system connections.  Is on call for treatment plant emergencies and collection system blockages.

The position is hourly, non-exempt.

 

EXAMPLES OF DUTIES

  • Monitors and adjusts the operation of Wastewater treatment plant pumps, motors and other equipment.
  • Reads gauges, dials, meters and other instruments that depict and/or record data.
  • Services, maintains, and repairs a variety of plant equipment.
  • Inspects treatment plant equipment and facilities to locate needed repairs and makes or schedules repairs to various plant equipment as required.
  • Inspects and maintains wastewater collection facilities.
  • Keeps records and prepares necessary reports.
  • Assists in the training of other wastewater treatment personnel.
  • Collects samples and conducts a variety of chemical and physical tests.
  • Performs general plant maintenance work such as cleaning, painting, and landscaping.
  • Operates tractor with loader, sewer jetting machine and other motor vehicles.
  • Services percolation ponds using tractor, plow and mower.
  • Interacts with the public as a representative of the City.
  • Responds to Treatment Plant Emergencies and Collection System blockages, 24 hours a day, 5 days a week.
  • Uses flexible scheduling to stay within authorized hours while accomplishing required tasks
  • Performs other work-related tasks.
  • Works with city personnel from other departments on special city projects.

 

SPECIAL REQUIREMENTS

  • Grade I Wastewater Treatment Plant Operator Certificate (presently issued by the California State Water Resources Control Board).
  • Must live within 30 minutes of Point Arena

Pier Facilities Manager

 

Supervises and coordinates all activities related to the security, operation, and maintenance of public areas and facilities at the 'Point Arena Fishing Pier' and administers all facility-related lease programs.

 

EXAMPLES OF DUTIES

  • Plans, organizes, directs and evaluates all work at the facility.
  • Develops operational goals and objectives.
  1. Assists in negotiations to determine rent, term, use conditions and restrictions of proposed leases.
  2. Administers leases to insure lessee sat­isfactorily meets lease covenants.
  • Recommends plans for revenue-producing properties.
  • Coordinates all activities of the facility.
  1. Carries out policies and directions ofthe City Council.
  2. Represents the City in contacts with other private and public agencies.
  • Supervises, trains, and assists Commissioner in evaluating work performance of subordinates.
  • Supervises purchasing procedures.
  • Participates in budget development for facility.
  • Maintains files and records as required that are pertinent to the administration ofthe facility.
  • Prepares letters, memorandums, and reports.
  • Maintains cash receipts and prepares reports.
  • Supervises the enforcement of laws, rules and regulations governing the use of the pier and harbor facilities.
  • If needed, works extended hours.
  • Responsible for the resolution of complaints and problems of the general public and boaters.
  • Supervises rescue and first aid operations.
  • Performs grounds keeping duties and custodial duties.
  • Operates tools and equipment assigned to the facility,including vehicles, boats and hoists.
  • Enforces rules and regulations to prevent fire, theft, vandalism and engages in safety hazards mitigation.
  • Supervises the issuance of complaints against violators and testifies in court.
  • Investigates complaints, accidents and unusual inci­dents and prepares reports.
  • Keeps the public apprised on rules and procedures as conditions (i.e. weather) affecting the operation of boats.
  • Represents the facility in public relations and other external affairs.

 

 

TYPICAL DAILY DUTIES

7:00 a.m.:  Arrive at pier; check parking lot, beach, and pier.  Turn off alarm and open office. 

  • Check bathrooms
  • Check weather on NOAA homepage, print and record on answering manchine.
  • Post weather report on window.
  • Raise flag
  • Check rain gauge during winter months.
  • Open cash register and check messages.
  • Check hoist and start launching boats.
  • Clean bathrooms and showers with soap; remove grates to outside and clean.
  • Treat trouble spots with bleach, or disinfectant, re-stock paper goods.
  • Write out “Do List.”
  • During the day, try to spend 1.5 hours on recycling and trash, 1.5 hours on maintenance, and allocate time for office work as needed.
  • Before and after lunch, and before closing, check bathrooms.
  • Write all meetings, conferences and appointments on calendar.
  • Sell shower tokens.
  • Fill out log to record activities and to communicate with other staff.
  • Wind and set clock on Sunday.

 

Prior to 4:00 p.m.  Close out register; fill out deposit slips and make copies for City Treasurer.  Fill out office daily sheets. Check latest weather forecast for next day and put information on answering machine.  Set alarm and lock up facility.  Check locks in maintenance building.  Lower flag.  Drop deposit at bank and copies at old firehouse building lock box.

Main Street Maintenance Person

 

Under the supervision of City Maintenance Supervisor, the Main Street Person cleans and maintains the downtown area, park, and assists the Maintenance Supervisor in other tasks.

EXAMPLES OF DUTIES

  • Clean sidewalks and streets along Main Street from Iversen Avenue to School Street. 
  • Remove weeds and trash from the Main Street area.
  • Trim, water and feed Main Street trees as needed.
  • Paint fire hydrants, curbs, and parking spaces as needed.
  • Mow and weed eat parking area.
  • Assist Maintenance Supervisor in spring/summer park grounds ­maintenance.
  • As required, assist Maintenance Supervisor with other projects.

Maintenance Supervisor

 

Maintains City streets, park, public buildings and other public grounds; supervises the Main Street Maintenance Person; and, assists the Wastewater Treatment Plant Supervisor with maintenance needs at the sewer treatment plant.

EXAMPLES OF DUTIES:  STREETS

Daily 

  • Check with clerk for any citizen complaints, messages, council requests.
  • Check that street signs are in place and repair as needed
  • Remove road kill as needed
  • Make sure roads are unobstructed (down trees, mudslides, abandoned vehicles)
  • Empty Main Street trash as needed

Weekly

  • Oversee main street person
  • Clean trash along roadsides

Seasonal

  • Clear culverts
  • Street banners (up or down); Xmas lights (up or down)

Semi-annual

  • Clean vegetation from fire hydrants

Yearly

  • Paint fire hydrants, parking space delineators, and street curbs
  • Clear street gutters

Ongoing

  • Patch roads; clear brush; stripe roads; repair and replace signage; weed eat and mow

EXAMPLES OF DUTIES:  VFW HALL

Weekly

  •  
  • Check trash and bathrooms for supplies and clean as needed.
  • Light dusting and empty trash from City hall office
  • Separate recyclables at the hall.

Monthly

  • Set up for council meetings and clean hall as needed.
  • Set up for court and clean hall as needed

Seasonally    

  • Trim bushes, mow grounds, clear rain gutters, pull weeds, put up Xmas lights, wash windows.

Yearly

  • Power wash exterior of building; strip and wax the floors

Intermittently

  • Check condition of the building and grounds after special events.

EXAMPLES OF DUTIES:  PARK

This facet of the job is changing year to year due to expansion of facilities, landscaping additions, budget fluctuations, and man-hour availability.

  • Check park weekly; Remove trash and separate recyclables; Pickup broken glass, remove graffiti, repair and maintain playground equipment.

 

  • As needed and as time allows, mow, weed eat, spread bark chips in play area; water and feed plantings; repair irrigation system; attend to ongoing vandalism to landscaping and infrastructure.

EXAMPLES OF DUTIES:  WWTP

  • Assist the WWTP Supervisor on any maintenance, preventive maintenance, sewer blockage, removal, or other collection system needs.
  • Assist plant operator with maintenance of grounds and storage ponds.
  • Operate plant and perform all duties of WWTP Supervisor in his absence (requires a Grade 1 Operator’s License).
  • Assist the WWTP Supervisor after hours as needed.

City Clerk/Administrator

 

Serves as Clerk to the Council and is Responsible for administering of the daily operations of City Hall.

EXAMPLES OF DUTIES

  • Prepare agendas for official Council meetings; organize and assemble materials to be presented to Councilmembers in meeting packets; notify applicants and interested parties of Council consideration of their specific items; attend Council meetings; attend to correspondence, signing of documents and agreements, recording of votes cast and conditions stipulated; maintain the status of City Council business; see to the preparation of Council chambers for each meeting.
  • Maintain record of the proceedings of Council meetings; take, transcribe and certify Minutes.
  • Prepare written proclamations, resolutions, and ordinances.
  • Schedule and perform legally required activities for matters such as elections, hearings, bids, bonds and annexations.
  • Conduct or assist County in conducting City elections and handling of voter registrations.
  • Develop and maintain City records, filing, and information retrieval systems. Maintain contracts and agreements.
  • Prepare and administer budgets for the City Clerk's office and for City elections.
  • Update and maintain municipal code information.
  • Prepare notices for publication; proof, certify and file affidavits of publication.
  • Administer oaths.
  • Maintain employee personnel files.
  • Distribute, review and track Fair Political Practices Commission documents.
  • Arrange meetings, conferences and civic functions.

  • Review planning applications and make recommendations to the Planning Commission regarding zoning, land use and environmental issues.
  • Prepare planning documents and comments consistent with, and in compliance with, the California Environmental Quality Act, General Plan, Local Coastal Plan, ordinances and City policies.
  • Prepare and handle the processing of public hearing notices for planning issues, CEQA Notices (Negative Declaration, Completion, Exemption, Determination, etc.), California Coastal Commission Notice of Action Taken, and all other planning documents and noticing requirements.
  • Confer with the California Coastal Commission and other state, federal, and local agencies regarding the application of federal, state, and local regulations governing City planning issues.
  • Coordinate and execute City-initiated planning projects.
  • Make recommendations to the City Council regarding administrative aspects of prospective actions.
  • Interpret rules applying to City ordinances.
  • Review and administer insurance claims for proper handling.
  • Facilitate the implementation of City personnel policies and practices.

  • Report on City operations, policies and problems as requested by Council.

Bookkeeper

 

Responsible for the managing the City’s accounting information.

EXAMPLES OF DUTIES

  • Operate the City's computerized accounting system (general ledger, accounts payable, payroll, sewer billing, etc.)
  • Create payroll and disbursement checks.
  • Prepare financial statements.
  • Post general ledger accrual and adjusting entries.
  • Collect and deposit money to the various City accounts.
  • File.
  • Prepare legal papers for filing with small claims court.
  • Prepare inter-account billings.
  • Prepare Federal and State reports, as required.
  • Work with Auditor regarding year-end reports.
  • Mail business license applications and prepare licenses.
  • Prepare billings as necessary.
  • Assist with the preparation of the annual budgets.

Pier Attendant

 

Maintains general safety and security of the Pier facility.  Performs office functions related to dealing with the public and commercial users inclu­ding charge for hoisting.  Performs various semi-skilled and maintenance duties.

 

EXAMPLES OF DUTIES

  • Answer questions from patrons and public regard­ing Arena Cove Fishing Pier facilities.
  • Enforce rules, regulations and procedures of Arena Cove Fishing Pier facilities.
  • Operate boat-launching hoist, office equipment, light hand and power tools, and custodial tools.
  • Perform maintenance and repairs as directed.
  • Perform custodial duties when required.
  • Administer first aid as required.
  • Perform simple administrative duties including collection of cash, keeping daily logs and making daily deposits.
  • Report directly to the Pier Facilities Manager(s).

Used Oil Recycling Program Director

 

Responsible for administering the used oil-recycling program.

 

EXAMPLES OF DUTIES:

  • Prepare and submit reports to the State and City Council, including annual grant application and reporting forms.
  • Pickup used oil and oil filters at the used oil drop-off “shack.”
  • Haul used oil and filters to secured oil building located at the County Yard.  Check oil and empty oil into large oil tank. 
  • Arrange for periodic removal of used oil from large tank and pickup of used oil filters.
  • Check oil containers to be sure there are no other substances.  If other substances present, dispose of properly.
  • Provide empty recycling containers to the public.
  • Public awareness programs for the used oil recycling program.
  • Safe handling of used oil or other liquids is an important function of this position.  Spills should be cleaned up as soon as they are identified.
